There are a variety of devices that make up parts of a network, such as firewalls, routers, memory, switches, VoIP phones, modules, and wireless products. All of this hardware comes at a price and once you get started you can add all of this, even a simple network can be quite expensive.
There are some employers who would prefer to buy only new network equipment because of the accompanying warranty. Other employers want to buy used network equipment to save some money.
